What are those hats with ear flaps and braided string called?

Q: I know they have a specific name i'm just not sure what. I've heard them called luggy bonnets but thats not the name i'm looking for.

A: They are called Luggy Bonnets or Peruvian Hats

In England we don't really call them that ... Just hats with flaps :'P

They are "In Season" now in our schools :)

The end of the world came to Noginsk last week. Dozens of natural and man struck the city the same day, including a major train accident, a fire at a petrochemical plant, a hostage situation, and - as if tailor-made for movies - an accident of plane. But fortunately for the city of Moscow region, rescue teams of the Ministry of Emergency Situations (EMERCOM) dealt with all the wonderful incidents, which was, after all, the point. For the fourth year, Noginsk hosted the field exercises of the Integrated Security Expo.

The annual event consists of two parts: one-week exposure to the All-Russia Exhibition Centre (VVTs) in Moscow and a field demonstration of the training EMERCOM. And just Exhibition Center, the latest equipment is displayed in all its glory glossy, Noginsk, trucks and rescue robots get down and dirty.
